SERAP calls on Tinubu to probe alleged ₦2.9bn missing funds in NIGCOMSAT, NNRA



The Socio-Economic Rights and Accountability Project (SERAP) has called on President Bola Tinubu to order a probe into the alleged disappearance of ₦2.9 billion from the Nigerian Communications Satellite Ltd and the Nigerian Nuclear Regulatory Authority.

In a statement posted on its official X handle on Sunday, the civil society organisation urged the Minister of Communications, Innovation and Digital Economy, Bosun Tijani, to account for the funds, while also calling for a broader investigation into financial activities within the agencies.

SERAP further appealed to the Attorney General of the Federation and Minister of Justice, Lateef Fagbemi, to take immediate steps to investigate the alleged missing funds, as well as any other diverted public resources flagged in previous reports by the Auditor-General.

According to SERAP, the allegations are contained in the Auditor-General’s latest annual report published on September 9, 2025, raising serious concerns about accountability in key public institutions.

The statement reads, “We’ve urged President Bola Tinubu to direct @bosuntijani, Minister of Communications, Innovation and Digital Economy, and the Management of both the Nigerian Communications Satellite Ltd (NIGCOMSAT) and the Nigerian Nuclear Regulatory Authority (NNRA) to account for and explain the whereabouts of the alleged missing or diverted ₦2.9 billion of public funds from NIGCOMSAT and NNRA.

“We also urged him to direct Mr Lateef Fagbemi, SAN, the Attorney General of the Federation and Minister of Justice and anti-corruption agencies to investigate the alleged missing or diverted funds, and any other diverted public funds from the two agencies documented in previous annual reports by the Auditor-General.”

The organisation described the allegations as a serious breach of public trust and Nigeria’s anti-corruption laws, stressing that those found culpable must face justice.

The statement added, “Anyone suspected to be responsible should face prosecution as appropriate, if there is sufficient admissible evidence, and any missing or diverted public funds should be fully recovered and remitted to the treasury.”

SERAP also highlighted the strategic importance of the affected agencies, warning that financial mismanagement could have far-reaching implications for national development.

“Accountability in NIGCOMSAT and NNRA is critical given their strategic roles in Nigeria’s digital economy and national safety systems. Mismanagement in these agencies not only wastes scarce public resources but also threatens national development, technological progress, and public safety,” the statement concluded.
